- The Colorado Landowner’s Guide to Oil and Gas Development is an educational guide intended for members of communities facing oil and gas development, authored by Matt Sura, J.D. Mr. Sura is an oil and gas attorney who specializes in the representation of land owners, mineral owners, and local governments. From 1996-2008, he worked with Western Colorado Congress – a non-profit organization based in Grand Junction, Colorado. During his time on the Western Slope, Matt worked with rural residents and communities that were struggling with oil and gas development occurring on their land and throughout the region.
